A doubt regarding the SSB of the Indian Coast Guard

The eligibility criteria is for the applicant to have 60% aggregate in maths and physics in 12th standard. I have an aggregate score of 63.6%. Would I be allowed to attend the SSB? I have this doubt because I recently read on the official coast guard website that it is up to the discretion of the Board to change the minimum requirement of marks at the date of the SSB.
The text in BOLD below are taken directly from the advertisement for Assistant Commandant:

Selection Procedure.
(a)
Short listing of Applications

Short listing criteria will be based on higher percentage of marks in the qualifying examination and the qualifying cut off for a particular branch or centre may be increased more than 60% if more applications with higher % are received.

So my question is this: Is 63.6% enough?
